Telkom "Upgrades" Breaking ADSL

Telkom recently performed "upgrades" in my area - this was at the begining of November. Since then, lines in the area sync at the correct speed (10mbps in my case), but throughput is limited to ~1mbps give or take. I have had a fault open for the entire month so far, with no resolution in site. On occasion, I get a call asking if I am having a problem with my line, and I go through everything again with the representitive, only to be told they will investigate and I have no further contact. This has happend three or so times now. I have been told unofficially by a contact that the upgrade caused problems at the local exchange in the area, and this is causing a massive bottleneck on the lines connected to this exchange. I have had no official confirmation that this is the issue. I work in the area, and can confirm that we have the exact same throughput issue on our 2x 10mbps business DSL lines, also with no resolution and 2x open line faults with Telkom.

This is absurd, Telkom breaks things and doesnt alert the effected area to the issue. They do not supply sufficient information to 3rd party ISPs, and are useless are resolving massive infrastructure faults. These issues must be causing many line fautls to be opened, with no resolution. Rediculous. I do not understand how this giant, useless bureaucracy continues in this manner, there is no accountability.
