Telkom upgrades and stock

No one at Telkom seems to be able to process an upgrade, each consultant tells me a different thing. They never have stock of the devices in-store or online. Like what is the point of a cell phone and network provider that can't provide a device nor fix the contract issues or upgrade process. Beyond disappointed.
