Telkom Trying to take money from me ********ly

I app**** for Telkom uncapped DSL last year and on the 27 th of May 2020 i got an sms from Telkom that my application was decline due to Infrastructure constraints but i was suprised to receive a call from lawyers harassing me saying they want to collect money for Telkom and the account was even created by Telkom. How can they create an account for something they declined? And why they appoint lawyers to collect money of the service they did not provide? Thats *****
