Telkom thievery

Can someone at Telkom please advise me how it is not THEFT to invoice me for period 1 Feb 20 - 29 Feb 20, for a contract taken on the 29th of Feb 20? Yet have the audacity to say my contract starts on the 29th? This means I will have an extra payment at the end?
