Telkom technician stole neighbour's landline

My landline periodically dies every few weeks. After a number of queries, going in to store, calling etc. they came out. Now my internet doesn't work and the landline is still having issues. The land line was ****** from the neighbours by the Telkom technician who came to check up. Another technician came to check out for the neighbours and cut ours off again. Why does Telkom get this disgusting behaviour right? What am I Supposed to be paying for?
