Telkom suspension

Hi my Telkom adsl is suspended, i just moved my adsl line 3 months ago had the adsl working for 1 week i had paid for that month, then i never paid for the next month or the month after that because i never had service, line was down. Its been fixed now contacted Telkom told me the line is suspended , why do i have to pay for something that wasn't even working? And before that i never had internet for 5 months and paid every month to a total of R2500 for nothing, got told i will be credited and i never ever did ...
