Telkom sucks with slow internet

I phoned Telkom on the 25th of September to upgrade from soft cap to uncapped, the lady advised me the upgrade wil be in effect on the 1st of October, my internet connection after 01 October began to be very slow I phone on 07th of October again and still the upgrade wasnt done to uncapped. My package states that the internet speed is 2MBPS however my speed is 280KBPS. I have phoned and spoke to all their departments but no one has fixed this problem. My question to telkom still remains, when will you fix my speed and upgrade. Its feels to me that the people just lie to get a paying customer off their backs... I will not pay for anything for telkom regarding Wifi or Internet as of 01 October 2019 because I didnt receive the service that I requested
