Telkom stole our line & sold to someone in road

Telkom technician obviously been bribed gave our line from the Telkom box to a prepaid user in our road. That was 19th Dec till a technician came out and noted this. They owe us a credit and a woman who could hardly speak English told us she would pass the credit and make a note that we would not b disconnected, well today cut, still no credit, 10210 doesn't work when ph is cut, are they **** or are they ****
