Telkom stabiliser pole removal /pole removal

I requested a telkom technician come out to my property to review if the telkom cable can be moved since the pole and its cable affects 3 properties. Currently the stabiliser cable is causing a dispute between my neighbours and I. We recently moved here and the boundary wall had to be done away with because the stabiliser is on my land but goes over my neighbours land too. I am now wanting to build using my approved council plan but the neighbour now insists its his land because of the telkom cable encroaching his side more than my side. I have called telkom call centre 12 times. They only advise that this call has been sent to its service centre. Its been a month already. We have spoken to the council and a quantity surveryor to confirm its our land and telkom is lagging behind with its services. ***
