telkom service non existent

I requested a line move to a new address in Feb and they were "apparently unable to do the line" due to the area of the new residence (yet the man that moved out when we moved in had a telkom line there since it was a business with a landline) Telkom did not investigate the premises to check if they could or couldn't - the technician got there, introduced himself and said he will be right back, then got in his van and left. He did not check the cable or anything. they did not even have the decency to contact and let me know the outcome. when i phoned about 4 weeks later to inquire i was told the line moving request was cancelled due to the fact that it is not possible to install a line there. So in March we end up having to then say " well fine, since no line can be installed, i have no option but to then cancel the telkom service"

In June i received a statement showing that i have to still pay March, april, may and june - after we cancelled So in June my husband did the cancellation AGAIN.

Now this month i received a statement that i owe telkom (for every month since we cancelled as well as reconnection fees in june - unsure how they figured reconnection and cancellation to be the same thing)

I phoned again 2 weeks ago to cancel a 3rd time and was told it is my job to keep phoning and checking up on them. My cellular airtime since there is no telkom line to do the free call from and be put on hold over 20 minutes.

I did in fact try to phone today and after about 10 minutes of holding on I dropped the call Telkom used to have excellent customer services but now they are just all for the money and the technicians you send out to premises (who obviously log their hours, are cheating you for their time as they log that they done a call out to my premises and looked around for where to put up a line, and that they checked cables etc, yet they were not even there a full 2 minutes and did not even step into the premises.
