Telkom ripoff

My folks moved into a new home. Telkom told them they could keep their number when they move, but needed to keep paying for the number as it would not be reserved while they moved house for 6 months. So my dad not knowing any better paid for the adsl and home package they were on. R400 and something a month for 6 months to keep the number. They moved into the new house and got told no lines available in the area and it will be installed in 6 months (he stopped paying for the line after promise after promise the line was coming a year later) they have a fibre line running past their house now and want adsl installed. Only to get told no copper lines only fibre at fibre rates R1000 something a month for a 10Mbps line with a 50gig cap. All they want is the old adsl package they were on for R400 something a month with a 2Mbps line. Telkom can't even give them a normal land line on fibre without a data package (***) Can I get an ADSL package on a fibre line for them. I don't think so. Can I get a 2Mbps data line on fibre, I don't think so.
