Telkom refuses to acknowledge complaint

I entered into a data deal with Telkom in December 2014. As soon as I attempted to use the data, which was in that same month, it became apparent that access to the internet was extremely slow. I contacted telkom immediately, a point at which I was given a case number (***9).
Telkom then sent three technicians, on three different occasions, to assess whether any improvements can be made to improve connection speeds. The final verdict was that nothing can be done. The last technician who came to my house said this. He said even their booster will not improve the speed. The contract should be cancelled.
Ever since the last technician visited my house, and after numerous phone calls to their 081180 call centre, as well as sent cancellation form, Telkom has not responded. The last time I called the call centre the agent (Zinhle Zwane) informed me that the only query that appears with that case number was a call I made to them in May 2015!!
They clearly deleted the record of the numerous calls I made and the technicians' visits! Yet every month they continue to deduct money from my bank account for a pathetic to nonexistent network connection.
