Telkom refuse to put infrastructure into complex

Telkom have said they will not put any infrastructure in a newly developed Complex in North Riding, We have been struggling as the body corporate since November 2014, Telkom's response to our query is no budget until mid 2016? What is this, ALMOST 2 years for Telkom only to decide whether or not they will have budget? Come on guys, you have to do better than this. We have already provided that 60% (63 units) of our residents will either add ADSL or landline....is this not revenue for you?<br> <br> Please could someone explain to me why is takes so long to add infrastructure to a complex in a well established area? I can not understand
