Telkom refund!

Since 2016 I'm trying to get my deposit back that i paid to get a line installed. The guy who came to install, said sorry there is no internet coverage in your area and het left without installing our ordered items. When ever i phone accounts they let me hold on for 20min, or put me through to someone who just put me through to someone else. They are easy to take the money, but when you ask for your money back it take years to get it resolved!!
