Telkom R700 deposit for a new line

In March 2019 app**** for Fibre with Telkom which i was informed that there is not infrastructure in my area and they promised ADSL which they also confirmed that they do not have the infrastructure in my area. This happened after i had paid the refundable deposit of R700, i have been calling Telkom daily with regards to my deposit and even sent several emails but still no assistance till today.
