Telkom please tell me?

My son went to Telkom steeledale yesterday to apply for a contract. He had to swipe for r150 to activate the contract and then Lerato told him he couldn't get the contract mumbling about something he didn't pay. So we left. That r150 was never refunded he is a youngster of 22 so don't have a credit score. Will he get his money back? AND WHY WAS HE REFUSED
