Telkom penalizing customers for 1 cent

My account has been penalised and my connection suspended for R0,1 . Yes 1 cent. Since the 12oth of the month . Yet I've had this account for months and always paid on time. One of the managers on the help desk promised to call and sort it out but I waited for days.
