Telkom pathetic service

Telkom lines does not work in my area but telkom Bill's me for a service they cannot provide.they use bulling tactics to try to take people's hard earn money. They use companies like Nudebt to try to force you to pay. How can a company be allow to trade by abusing its consumers and taking the consumers money and not providing a service.
