Telkom pathetic LTE Service

I have been with Telkom for almost a year, I have a 10 Mbs LTE contract with them, i never get over 3Mbs Download speed and my device keeps dropping connection to telkoms network, they are completely hopeless and i never get any job when contacting their technical department, all their technical staff tell you the same thing which never works.

I am been throttled even though my useage is no where close to the "softcap"
