Telkom owes me money. How do I blacklist them?

I settled and closed an ADSL account, and received an invoice from Telkom of a negative amount meaning they owe me a refund. It was due to be paid back by 5 Sept. No money refunded. Amazing how quick these ****ers are to blacklist their customers for a few R, yet when they owe you there is total silence. ***
