Telkom overcharging

In March of this year I was contacted by a Telkom Telesales Agent to take up a promotion that they were running. The promotion was for R149 monthly for 5Gigs of data and 10Gigs night surfer data. I asked the sales agent if there were any extra or hidden charges and she said no. I then asked her if the data usage is capped and she told me that it is capped and once the data has been used up I will no longer be able to use any more data until the next month. Based on this I agreed to take on the contract and she signed me up on this telephonically. In May I received a statement showing that I owed R590 for April and on the 1st of June Telkom deducted R590 from my account instead of the agreed upon R149. I called the Telkom Call Centre on the 1st of June and spoke to Lindiwe Duma to dispute this. She told me that my account was signed up with a spend limit of an additional R500 monthly. I told her that this is not what I agreed to and that their Telephone records could show that because all of the calls are recorded. She then said that she will change the contract to not have a call spend but this will only be effected from 1 July 2017.and that she will log a case internally for Telkom to investigate this and then refund me if they deem that I am entitled to my refund. I asked Lindiwe to give me a reference number and she said she cannot as Telkom does not have reference numbers for calls. On the 9th of June I called the call centre again and Spoke to Emanuel Lewies to follow up on my query. Emanuel told me that no case was logged on the system and there are no records of a case logged. I then asked him log a case and give me reference and he said he cannot do that as according to Telkom's business practices they do not give refunds, but I believe that a refund is owed to me.
