Telkom not releasing the line

I just moved into a new apartment and I need a fiber connection and the previous tenant did cancel the line with Telkom almost 3 weeks ago . Now Telkom is not releasing the fiber line and they tell me to call in 3 days. I have a son that does online school and cannot do school now. The internet department is not cancelling the line.
