Telkom not refunding me

I bought a cellphone online Telkom services and they delivered a wrong cellphone, none the less I called to inform them that they have delivered a wrong cellphone and after a week they came to fetch it and I was told I will receive my money back that I paid before the cellphone was delivered as per the rules that once they have the phone they reimburse you back. This happened 2018 May and till today am still calling Telkom requesting they bring back my money as I went to several stores requesting that they assist me but they all refer me back online as I did the contract there as they say.

Kindly review this as I would like to have my R399 back.
