telkom not paying me back my money

Telkom billed me for migration penalty fees that they shouldn't. Have and said that they would pay me back after struggling for 2 months ,they still haven't paid me back and they took 2600 rand from me this month were they should have taken 1400 so they still making the same mistake. They owe me just over 5000 rand and no one gets back to me I phone them every time billing never phones. I don't no what to do any more I've put Telkom on hellopeter 3 times for the same problem now.
