Telkom not interested in repairing their cable

I reported a low hanging Telkom cable at the back of my property four times since February 2018. This cable is still dangling, almost touching the ground in my back yard. There is a definitive risk of damage to this cable. A technician has visited the site twice and looked at the cable, but then nothing happens after that. It seems Telkom has no interest in protecting their infrastructure.
