Telkom not honouring deal - CPA?

Keep getting smses and emails about upgrading my contract, yesterday I received an email offer and went in to the Baywest Store in PE to action the upgrade. They turned me away and said they did not agree with the offer and I must check online. Couldnt find it online so messaged them with a screenshot of the offer on their facebook page. They will not honour the offer which I am very sure is against CPA.
