Telkom not fulfilling contract

i have an uncapped lte R899 package with fsp of 150 gbs at 10mbs , 50 gbs at 4 mbs and 9000tbs at 2mbs, however i have not completed my 150gbs and the maximum speed i get is 2mbs, i still pay for the full package and i am not receiving the proper speeds. Why are telkom ripping me off.? and still charging me for services that they are not honouring.
