Telkom not fixing my Internet!

Hello

We have been having issues for a few years now with our adsl line. We are supposed to be on a 10mbps speed but it mostly syncs on 6mbps. It has synced perfectly on 10mbps before, but i dont know what happened after that, since then it has never been the same. I have logged numerous faults and have had numerous technicians here by my house. Some of them fix it and it syncs on 10mbps for a few days then it drops down again, some of them dont know what to do at all. When you phone the tech support all they can do is a port reset which doesnt help at at all. They installed new cables in our yard to the pole that also didnt help. We have tried different routers that also doesnt work. We have tried adsl2+ and g.dmt neither are stable. We have continuous disconnect. The snr ratio downstream and upstream is 6db the attenuation is 30+. Clearly there is a lot of noise on the line. When the line was good the max rate it showed on the router was 18mbps which means the snr and attenuation was really good. Now the max rate is 9mbps because of the terrible line stats. I have tried with and without a splitter. Have tried without surge protection plug. Have tried anything possible but nothing works. No one wants to help me achieve the speed i am paying for. We are willing to pay a lot of money for fibre but that will probably never happen in our area. We have no wireless cover, we have no solution to this no way out. Please can i speak to someone educated? A supervisor or manager? Someone who knows how it works not someone who wants to do a port reset? For 2 years we have been having this issue we are paying for a service we cant get? Please can someone educated phone me so i can give you all the line stats so you can understand what i am saying? I dont know if it is because of ASSIA or im on the wrong line profile or if a different one will work? Maybe if they change the port by the exchange i dont know please help me I am desperate. Thanks
