Telkom - No service or resolution

Phone constantly cuts out when talking. Receive telephone call and when I answer other party says I phoned them which I did not do. Who is paying for those calls? This happens on a regular basis. Since the new phone was received there have been problems and Telkom say there is nothing they can do.
