Telkom Mobile not assisting with Blacklist request

I have contact telkom twice to get two of my cellphones blacklisted because they were ******, I am yet to receive a ITC number for both blacklisted devices therefore am unable to go to the police station to get a case number because I do not have ITC blacklist reference number. Please can this be resolved as its been 4 months of this and telkom keeps telling me that they will send the reference number but nothing.
