Telkom Manhole

So i have been running around trying to get telkom to sort out the manhole at my place since last year October, I have had technicians at my place telling me they logged it and will be seen to and this morning the municipality came out and told us they cannot assist as we must contact telkom once again. Today a courier guy almost fell into the manhole as its right by the entrance to my place. I have no idea who else to contact with this matter as when i call the call center they just keep putting me through to different departments. i fear that something terrible will happen due to the manhole been left open and unattended to.
