TELKOM making bad decisions, cutting our communications off for the whole town

Telkom removed our phone lines and replaced them with their cellular **** phones. The fact that their is almost no cellular reception in our area was not even considered. Now we have to hope and pray we do not have an emergency that coincides with a signal outage (these occur at least 2-3 times a DAY !!!!!). Can I sue Telkom if my mom has a heart attack and I cannot call the ambulance ????
