Telkom makes me liable to pay penalties on tier faults of service not performed

I keep greeting penties adding up to over R2000 and my service keeps getting cut off/ suspended because no one will commit to changing the banking details for my account. Its been almost a year and 4 phone calls 4 promises that it will be done. And it still is not done. And I'm still paying these penalties and my service still keird getting cut off.
