Telkom LTE - SHOCKING

I pay for a 10mbps LTE service. Since 22 May, I have once had 5.11, but average 3Mbps. Phoning results in fiddling with settings without any improvement. One cannot call a manger. I believe I should cut my payment by the % I receive (30%) or abandon Telkom as they are in breach of contract.
