Telkom line syncing slow

i have tried 3 times to get my 10mb line which only gives me 5mb to be repaired and so far there is just empty promises of they will send out a technician and they can see my line is syncing slow but still nothing , at one time i got a technician out which phoned telkom to sync my line to a 10mb which then gave me 8mb which is still not acceptable. i am paying the full amount for a 10mb line and they are happy that i pay every month but im not happy
