Telkom is useless!

How can a landline have 'insufficient balance' when it is not a prepaid service? Telkom is unreachable on the so called 'customer service' numbers given and as you are told there is 'insufficient balance' you can not call any other numbers. What are customers meant to do - it seems just pay for nothing!
