telkom is the pits shame

I bought a phone via contract last month but instead of receiving a phone I received a dummy phone(makeup case).I tried to cancel the contract but was told it can't be done cause they still investigating but it's almost two months and nothing yet. Today I recieve an invoice that im to pay R18 000 that no one can tell me what is it for.
