Telkom is *****ing My money and Blacklisting me

I get charged for R177 a month for a cell service that service that i never had and from 2017 have asked them 6 to 8 times a month to cancel and stop , currently there has never been a line to my house ,i am cancelling the service every month and Telkom branch Secunda said they are not allowed to give me evidence that the service is cancelled and i still get billed for no service I am now listed for bad credit and i never asked for or received any cervices Still now according to them a still owe R1700 and there is now 2 accounts against my name : *** and ***
