Telkom is pathetic

I went to Telkom last year October to cancel my ADSL line because Telkom refused to repair the ****** cables and now they have handed me over to Credit Bureo for not paying my account. Firstly it is not my fault that the line is faulty and secondly why must I pay a line that is not working????
