Telkom Insufficient Balance

I have a Telkom contract with 2994 minutes 30 seconds airtime available. However, whenever I want to make a phone call, I get the message "Your balance is insufficient". What is the use of having a contract if I cannot use my phone to make phone calls? What happens if I need to get hold of the police or ambulance in an emergency? How is Telkom going to respond afterwards?????? Sorry, we are having technical issues? Please sort out this mess once and for all Telkom.
