Telkom - Inadequacy

it's been weeks that I have been experiencing some network problems regarding data packages. I feel that it is very unfair that there are two different data packages( Telkom Mobile Data & Telkom Allnet Data) as when you purchase a Telkom mobile bundle you are to have a specific signal in order for one to connect to the internet and as for Telkom Allnet data the internet is practically uncapped where you are consistently connected to the internet without one having to have a specific signal. this is very frustrating and unfair ... please assist.
