Telkom in Breach of Consumer protection act

I have an ADSL line with Telkom. My service provider is MWEB. I have major issues with this line since about 2 months ago. I was running 4Mbps without any issues. Then we had an electrical storm and lighting hit the Telkom pole destroying my Modem at that time. I replaced the modem and since then had no internet to speak off. Sudden disconnects slow speeds no internet for periods. There was multiple technicians at my house and there is no fualt on my side. The last feedback I had from Telkom stated that I was too far from the exchange (never a problem for 2 years +) and will need to downgrade to 2 Mbps or choose 3G as Telkom will not fix the problem. I downgraded as guess what? still issues. This is against the Consumer protection act as it was working and should continue working.

So Telkom came to my premises. (once again to find nothing wrong on my side). Then found a problem on the line to do with noise and a loose wire on another pole. I had great internet from Thursday evening till Sunday morning. Guess what.... No internet again. Random disconnects slow speeds no speed. Could not even perform speed test as the site responds with error trying to initiate test. Telkom you suc****! Fix the damn error!!!
