Telkom has worst service, airtime reversal

I have got 2 data sim cards from telkom, of late i have been using only one of the sims. on 24 June 2019 i loaded R460 to purchase data to my other sim *** only to find it was recycled to another user without any notification to me. I contacted Telkom only to be told i wont be able to get the airtime. Please help!
