Telkom flouts Consumer Protection Act contract terms with LTE service

I have been a client of telkom since 2 years ago with the smarthome supreme ADSL package. This worked extremely well and as such the contract term came to an end and i had to cancel and look for an alternative service. The cancellation went through and i was advised to then take the LTE uncapped service advertised for R799 per month with speeds of up to 90mps. All good and well they checked the coverage in the area and signed me up. I was issued with a huawei router that was supposed to be plug and play and i went home and installed. on the first day i was lucky to even get 3megs let alone the 90 as advertised. this continued and the router was now operating on 3 G and speeds were extremely slow. On the 5th day after having the service, telkom was called to cancel the contract as i was in the cooling off period and they said that a technician would have to come out and test the connection. This was done in the beginning of January. It has been 3 months later, numerous telephone calls later and 4 visits to a Telkom store but i have had no resolve except a piece of paper for cancellation and all the call logs on their system. There is no one that you can speak to directly as they say the calls must be escalated through a call centre or a telkom store. I have now been receiving bills and my account debited monthly with the subscription amount for a service that is not working, despite me having exercised my rights in terms of the Consumer Protection Act. Does this and the commisioner aim to only deal with private sector contracts whilst protecting government parastatals is a question that needs to be asked as every employee that i spoke to does not seem to care. I just need the service to be cancelled and me freed from the obligations of the contract as TELKOM is in breach.
