Telkom Fibre (Vumatel) Internet Speed

Have I made a mistake utilizing Telkom as an ISP? The Vumatel Fibre Line recently installed is already problematic and my speed which should be 20Meg is now running at around 10Meg and as usual Telkom cannot be reached by telephone. Vumatel have tested and all is in order on their side.
