Telkom fibre experience unsatisfactory

We pay for fibre to get uninterrupted Internet. Unfortunately this is just a hoax as the signal fluctuates regularly giving a very poor Internet sxperience. 4g data provides a better experience. Why pay for a service that is not true to the offers made . 642kb/s is not acceptable. sometimes even lower.
