Telkom fails to Rica Sim card

Last week, i bought a Telkom sim card, and i registered it. When i insert it on my phone, it says 'SIM,' not Provisioned.' After, it says emergency calls only.

Today, 01 July, i bought it again, and it does the same. When i call them, they say the sim card is not registered.
