TELKOM FAILED TO REFUND ME MY MONEY

I app**** for a cell phone contract with telkom of which they were supposed to deliver it within 10 days after they have debited the initial fee from my bank account. I informed them that I wont be in town if they deliver late. Delivery was not done on time I called in to cancel the order, I was told that the order is canceled and that I will be refunded after 24 working hours. I called again I was told a different story that the order was not canceled. Its approaching a month now and still I haven't been refunded what type of service do they offer?
