Telkom exchange congestion

I ordered my telkom adsl line on 13 March 2015, got the technicians to come out on 30 March, after struggling to connect the ADSL i gave in and phoned telkom. I was informed that they only installed a voice line, and after some more time-consuming investigating was informed that the area is severely congested. <br> <br> I saw telkom representatives outside our flat (Hillcrest in Vredekloof, Brackenfell) yesterday and approached them. They basically told me that there is too many people in the area requesting ADSL lines. She basically told me that we will wait a year to get a port for our ADSL line (if we're lucky), and there is no plans to upgrade the area. The feasible solution according to her is to take the Telkom 4G solution, which is R1200+ more than double what we want to pay for a fraction of the data. While we wait for a port to be allocated to us i'll have to pay the monthly voice line, even though i'm not even planning on using it.<br> <br> How can telkom not upgrade the exchange if people have been struggling to get ports and experiencing congested exchange issues with this area since 2011?
