Telkom debiting money from account before checking if they stock items then don’t refund

Order an iPad Pro in February 2018, telkom processed order and debited my bank account with activation fee. But them called back and said that order will not be processed as they will not be stocking the item anymore. But they never credited me for money debited from bank account.

I have since been logging cases over and over and a week or so after I log the case the case is closed without any response, this is happening over and over.
